The Global Out-of-School Initiative Operational Manual is a how-to guide for using the OOSCI methodology, based on the shared experiences of the national and regional studies that have already been completed. Along with providing guidance for national studies, the manual can also be used to foster stronger national capacities in the collection and management of education statistics, policy analysis, and strategy development.

In addition to the content provided, three additional resources are available to assist you with calculating your own data based on the methodologies outlined in the operational manual.

  • Typology calculation: Modify or add the socio-demographic characteristics depending on the availability of data.
  • Calculation of dimension 4: Calculate the number of expected dropouts before last grade for primary level children.
  • Calculation of dimension 5: Calculate the number of expected dropouts before last grade for secondary level children.
