Highlights

This study identifies the barriers that keep children out of school and recommends policies tailored to increase school enrolment and improve learning outcomes. The findings of the study underline the need for reliable data and analysis and more evidence-based planning to give a chance to those children who remain excluded from pre-primary and basic education to enrol in school, complete at least basic education, and learn skills that will support them throughout their life.


The findings of the study also provide policymakers and planners with information necessary to formulate effective policies and strategies to ensure equitable access to quality education and the fulfilment of every child’s fundamental right to education. Education is central to Egypt’s development and prosperity.
