Country study findings are underpinned by quantitative data and are envisaged to stimulate education policy dialogue amongst stakeholders and strengthen evidence-informed and equity-focused education planning and programming.

This study examines the detailed profiles of out-of-school children in Jordan in order to highlight the major barriers to school access and participation; analyse existing and emerging education policies and strategies to tackle key bottlenecks; and provide recommendations for improvement at various levels (policy, planning and programming). The goal is to introduce a more systematic approach to address the issue of out-of-school children and to guide concrete education sector reforms towards a more equitable coverage of basic education in Jordan.

This report has adopted an analysis of the administrative data collected by the Department of Education Statistics Bureau of the Ministries of Education of both the central government of Iraq and the Kurdistan regional government, as well as the data of the Ministry of Planning. The report also benefited from the data and results of sociological surveys carried out by the Central Bureau of Statistics of the Ministry of Planning in coordination with international organizations such as: the Iraq Household Socio-Economic Survey 2007 (IHSES1); the Iraq Household Socio-Economic Survey 2012 (IHSES2); and the Multiple Indicator Cluster Surveys of 2006 (MICS3) and 2011 (MICS4).

This study identifies the barriers that keep children out of school and recommends policies tailored to increase school enrolment and improve learning outcomes. The findings of the study underline the need for reliable data and analysis and more evidence-based planning to give a chance to those children who remain excluded from pre-primary and basic education to enrol in school, complete at least basic education, and learn skills that will support them throughout their life. The findings of the study also provide policymakers and planners with information necessary to formulate effective policies and strategies to ensure equitable access to quality education and the fulfilment of every child’s fundamental right to education. Education is central to Egypt’s development and prosperity.

This study highlights the absence of a pre-primary policy and the weak preparation of children for primary education: pre-primary education is not widespread and caters only for children aged five while pre-school aimed at children of three to four years old is provided only by a few private organizations. In addition to a lack of progress in developing pre-school, the major problem for the Algerian education system remains the high number of students who repeat years, particularly at lower secondary school, as this generates children dropping out of school and adds to school wastage, where school resources are expended on students who do not complete their schooling.

This Report is part of the Global Initiative and focuses on out-of-school children in India. It draws on official administrative survey and large household surveys, as well as on focused research studies, both quantitative and qualitative. In India, education data from various sources are available and the Report examines them in the context of their relevance for the estimation of out-of-school children in the 5 to 13 age group. The relevant data sources are identified and are used to estimate the number of out-of-school children, and to analyse their profile. This Report also identifies the different barriers that have kept these children out of school, and examines the different policies that have been implemented to address these barriers. The concluding section of the Report draws together insights from the preceding sections, and proposes some data related recommendations.

Out-of-School Children in Viet Nam: A country study
This country and related provincial studies looks at the situation of out-of-school children between the ages of five and 14 years old including children who had never attended school or who had dropped out and children who attended five years of preschool, primary and lower secondary school and were at risk of dropping out, meaning children who were at risk of becoming out-of-school children (OOSC) in the future. It analyzes barriers and bottlenecks that restrict children’s schooling opportunities and proposes recommendations to reduce the number of OOSCs and ensure equity in education and the right to education for all Vietnamese children. The report provides a national analysis with in-depth OOSC profiles for eight provinces: Lao Cai, Dien Bien, Ninh Thuan, Kon Tum, Gia Lai, Ho Chi Minh City, Dong Thap and An Giang.
